What is "Jal Jeevan Mission" ?

Jal Jeevan Mission, is envisioned to provide safe and adequate drinking water through individual household tap connections by 2024 to all households in rural India.

It seeks to provide 55 lpcd (Litres per capita per day) of prescribed quality on long-term and regular basis.

The scheme has a total layout of 3.6 lakh crore rupees where the fund sharing pattern to be 90:10 for Himalayan and North-Eastern States and 50:50 for other States and 100 per cent for UTs.

Of the 3.6 lakh crore Jal Jeevan budget, 2 per cent has been earmarked for quality monitoring (chemical and biological contaminants - pH level, turbidity, alkalinity and hardness).

Further, Self Help groups and NGOs will be roped in and village community will be a key and active stakeholder.

Jal Jeevan Mission also involve a water user charge mechanism by ensuring cost recovery from user groups to avoid any unwanted burden on public exchequer.

Following the principles of Gandhiji's Gram Swaraj - Under the scheme the gram panchayat level paani samiti or village committee will play a critical role by maintain the water supply system in their community and also bring water use charges in the system.

Good performance of the States/ UTs will be incentivised out of the fund not utilised by other States.

Under the scheme every village is to prepare a village action plan (VAP) with three components water source and its maintenance, water supply and grey water management.

The fund released by Central Government to the State Governments is to be deposited in one Single Nodal Account (SNA) to be maintained by State Water and Sanitation Mission and tracked by Public Finance Management System (PFMS), the Single Nodal Account (SNA) will also hold state matching fund to be released in 15 days of Central release.

The scheme also have provisions for third party inspection before making any payment for greater transparency.

Water Quality Information Management System (WQIMS)

As a part of Jal Jeevan Mission - citizens can get the water quality (pH level, turbidity, alkalinity and hardness) in their own taps tested at reasonable rates (Rs 50 to Rs 600 each).

An information management system modelled on the COVID-19 testing framework will be used to create a Water Quality Information Management System (WQMIS) developed by ICMR from the samples tested by members of the public as well as government officials.

The water testing laboratories to be set up in every State, district and block needs to be certified by the National Accreditation Board for Testing and Calibration Laboratories (NABL).

Alerts regarding severe or repeated contamination in a particular area will be sent to district and state level officials

Jal Jeevan Mission (URBAN)

The Jal Jeevan Mission-Urban aims to create universal coverage of water supply in all 4,378 statutory towns as well as sewage management in 500 AMRUT cities.

Urban Aquifer Management plan are other key areas of the mission - creating green spaces and sponge cities to reduce floods.

Recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation - 20% of water demand to be met by reused water with development of institutional mechanism.

The Housing and Urban Affairs Ministry launched a pilot survey, Pey Jal Survekshan to collect data on drinking water in 10 cities under the Jal Jeevan Mission (Urban). It will also collect data on wastewater management and condition of water bodies in the cities.

This exercise will be extended to all Atal Mission for Rejuvenation and Urban Transformation (AMRUT) cities.

Telangana has joined the group of States (Andhra Pradesh, Himachal Pradesh, Goa, Haryana and Tamil Nadu ) which ensured tap water connections to all schools and anganwadi centres (AWCs) spread across the State.

Telangana was the first in the country to provide tap water connections to 100% households.

The work was taken up under the 100-day special campaign of the Ministry of Jal Shakti under the Jal Jeevan Mission.
